Political system and administrative division

is the Chairman of the Peoples' Republic of China , he is elected by the National Peoples' Congress and its Standing Committee , vested with all the national highest legislative power in the country. The local legislative power is concentrated in the hands of local peoples' congresses. The executive power is represented by the State Council and its Standing Committee, headed by the Premier.

The Constitution of China is the Fundamental Law of the country. The fourth constitution of the People's Republic of China was adopted in 1982 and put in effect on December 4, 1982 at the 5th session of the 5th convocation of the National Peoples'Congress. The Communist Party of China (CCP) is the only ruling party in the state.

The territorial organization is based on a number of administrative divisions, with both a CCP committee and a "people's government" in charge of each. China has 33 administrative units directly under the central government; these consist of 22 provinces (the Chinese Government considers Taiwan to be its 23rd province); five autonomous regions (Xinjiang Uygur autonomous region, the Tibet Autonomous Region, Guangxi Zhuangzu autonomous region, Inner Mongolia and the Hui Autonomous Region of Ningsia, ), where numerous national minorities of China live), four municipalities (Chungking, Peking, Shanghai, and Tientsin), and two special administrative regions (Hong Kong and Macau) governed by the PRC. The island province of Taiwan has been under separate administration since 1949. Peking (Beijing), the capital of the People's Republic, is also the cultural, economic, and communications centre of the nation.
